Qualifications for registration as a voter
A person qualifies or is eligible to register as a voter if they are:
- a Zambian citizen;
- in possession of a green National Registration Card;
- have attained the age of 18 years; and
- ordinarily resident in the polling district in which the applicant applies to be registered.
Disqualifications for registration as a voter
A person is disqualified from registering as a voter, if the person:
- is not a citizen of Zambia;
- is not in possession of a green National Registration Card;
- has not attained the age of 18 years; or
- does not qualify to be registered as a voter as may be prescribed.
NOTE: Prisoners are allowed to vote hence they are not disqualified from registering as voters
Types of voter registration applications and procedure
1. New registrations
A Zambian Citizen who is 18 years and above can apply to register as a voter as follows:
- Submits to the Registration Officer a green National Registration Card;
- The Registration Officers will capture the particulars of the applicant including biometrics.
- The registration officer will print the duly completed voter registration form and give the applicant for verification
- Upon confirmation that the voter details are correct, the registration officer will produce the voter’s card and issue it to the applicant.
2. Replacements
A registered voter whose voter’s card is lost, destroyed, defaced or has expired can request for a replacement as follows:
- Present the green National Registration Card and the defaced or expired voter’s card to the Registration Officer
- The Registration Officer will search the voter details on the Register of Voters using the NRC Number
- If found, the card will be replaced
- It not found, then the person’s detail do not appear in the Register of Voters and should complete a claim form
NOTE: A police report is required when applying for a replacement of a lost voter’s card
3. Transfers between Polling Districts
A registered voter who has moved to a different location (polling district) can request for a transfer as follows:
- Submit to the Registration Officer the voter’s green National Registration Card and voter’s card
- Inform the Registration Officer of the new location or polling station
- The Registration Officer will search the voter details on the Register of Voters using the NRC/voter card number
- The Registration Officer will make the transfer and print a new card and issue it to the applicant
- The applicant will retain the old card (to be used in case of a by-election before certification of the new register)
- The old card will expire upon certification of the New Register of Voters
4. Change of Name
A registered voter who has changed his/her name by Deed Poll can apply for a change of name on the Register of Voters as follows:
- Submits to the Registration Officer the Deed Poll, green National Registration Card with the new name and the voter’s card
- The Registration Officer will scan the submitted documents
- The Registration Officer will search the voter details on the Register of Voters using the NRC/voter card number and complete a voter application form for change of name
- The application form will be printed and given to the applicant for verification
- Once verified, the Registration Officer will print the new card and give the applicant
5. Removal of a Deceased Voter from the Register of Voters
A person can inform the Commission about the deceased voter to enable removal of the deceased details from the Register of Voters as follows:
- Submit to the Registration Officer the informant’s NRC and the deceased’s NRC, Voter’s card, burial permit/death certificate and a sworn affidavit.
- Registration officer will make all necessary enquires to be satisfied about the death
- The Registration Officer will scan the NRCs for the informant and the deceased voter.
- The Registration Officer will search the Register of Voters using the deceased voter’s NRC or voter card number
- If the deceased’s particulars are found on the Register of Voters, the Registration Officer will complete the voter form for removal of deceased voter and give the informant for verification
- After verification, the deceased voter record will be tagged for removal
- The actual removal of deceased voters from the Register of Voters is done from ECZ Headquarters.
The above process can be initiated by any person (with a green NRC) with knowledge of the death or by the Commission
6. Inspection of the Register of Voters
After the Voter Registration period, the Commission determines the period for inspection of the Provisional Register of Voters. Inspection enables the electorate to verify their registration details. It is important that registered voters verify their details to ensure that their voter details are appearing in the register and are without errors.
7. Claim
A registered voter may, after inspection, make a claim if their particulars do not appear on the Register of Voters for the Polling Station at which they had applied to vote from. The steps are as follows:
- Inform the Registration Officer about the omission and submits their NRC and Voter’s Card;
- The Registration Officer will search the Register of Voters using the NRC or voter card number;
- If the Registration Officer determines that the claimant was omitted from the Register of Voters, he/she shall uphold the claim and notify the Chief Electoral Officer.
9. Objection
A citizen or registered voter may object against a person’s particulars appearing on the Register of Voters for reason that the person is not eligible to register as a voter or is deceased. The following is the procedure:
- The objector will inform the Registration Officer about the person who he/she is alleging they do not qualify to be on the register of voters
- The Objector will submit to the Registration Officer his/her green National Registration Card
- The Registration Officer will complete an objection form and give two copies of the form to the Objector
- The Objector will be required to give one of the copies of the objection form to the person who is the subject of the objection
- The Registration Officer will submit a copy of the Objection Form to the Commission for determination
- The Commission may request for the presence of the objector or his/her representative and/or the person who is the subject of the objection to enable it get more details on the matter
- The decision of the Commission will be communicated to both parties through the office of the District Electoral Officer
- The decision of the Commission will be final and can only be challenged in the Subordinate Court
10. Appeals
An applicant may appeal against the decision of the Registration Officer at any stage of the registration process as follows:
- The Appellant will inform the Registration officer of his/her intention to appeal against the decision made by the Registration Officer
- The Registration Officer will request for a copy of the green National Registration Card and capture the Appellant’s particulars onto the Appeal Form
- The Registration Officer will print the Appeal Form for verification of the details submitted by the Appellant
- If correct, the Appellant will be required to sign on the space provided
- The Registration Officer will print a copy for the Appellant and another one for submission to the Chief Electoral Officer
- The appeal will be determined by the Commission
- The Appellant may be requested to appear before the Commission for the purpose of giving evidence under oath or affirmation
- The decision of the Commission will be communicated to the Appellant through the office of the District Electoral Officer
- The decision of the Commission can only be challenged in the Subordinate Court
