ECZ/SRV/09/17: REQUEST FOR EXPRESSIONS OF INTEREST FOR THE DEVELOPMENT OF ICT SECURITY POLICY FOR THE ELECTORAL COMMISSION OF ZAMBIA

The Electoral Commission of Zambia (ECZ) is an institution that is mandated to manage and supervise elections in Zambia. The ECZ has made provision in its 2017 budget, funds for the development of Information Communication Technology (ICT) security policy for the Commission to safeguard its information network infrastructure.

The ECZ now invites Expressions of Interest (EoI) from eligible and qualified ICT security firms or individuals for the development of ICT security policy for the Commission.

The Consultant will be expected among other things to:

• Prepare detailed proposal and work plan for the development and Implementation of ICT Security Policy
• Conduct sensitization of governance and management structures on Information Security
• Develop ICT Security Policy for the Commission in conformity with ISO 27001 Standard and the Commission Business Processes; and
• Develop an implementation Strategy for the ICT Security Policy.

All prospective firms or individuals are requested to submit their EoI together with the following:

(a) Company profile or curriculum vitae indicating the capacity and experience in similar assignments. That is, the development of ICT security policies;
(b) The firm’s or individual’s methodology in executing similar assignments;
(c) Documentary evidence of having undertaken similar assignments, by submitting copies of at least three (3No) customer references of works and certificates of performance in the last 5 years;
(d) Curriculum Vitae of the project managers in the case of firms, and other relevant personnel as may be required for the assignment;
(e) Copies of certificates of registration/incorporation including up-to-date PACRA annual returns, tax clearance, VAT and any other information relevant to the establishment;
(f) A statement declaring political non-partisanship;
(g) Brochures or any other necessary information that shall assist the Commission in the selection of the firm.

Due Diligence and site visitations will be conducted to ascertain the capacity and expertise of the eligible firms or individuals.

Firms or individuals will be shortlisted in accordance with the procedures set out in the Public Procurement Regulations of 2011. Only shortlisted firms/individuals will be allowed to participate using detailed Terms of Reference (ToRs) which will be provided to them in the Request For Proposals (RFPs).

Submissions of the Expression of Interest in sealed envelopes clearly marked “EOI DEVELOPMENT OF INFORMATION ICT SECURITY POLICY FOR THE ELECTORAL COMMISSION OF ZAMBIA” shall be deposited in the Tender Box located at the ECZ Reception, on or before Friday, 30th June, 2017, at exactly 10.00 hours local time. Submissions received after the time and date stipulated above, will not be accepted. The submissions will be opened in the Conference Room on the Ground Floor on the same date soon after closing.
