{"id":4124,"date":"2021-09-13T09:32:25","date_gmt":"2021-09-13T09:32:25","guid":{"rendered":"http:\/\/www.elections.org.zm\/?p=4124"},"modified":"2021-09-25T09:37:44","modified_gmt":"2021-09-25T09:37:44","slug":"elections-for-kaumbwe-constituency-chisamba-lusangazi-districts-and-four-4-local-government-wards","status":"publish","type":"post","link":"https:\/\/www.elections.org.zm\/?p=4124","title":{"rendered":"ELECTIONS FOR KAUMBWE CONSTITUENCY, CHISAMBA, LUSANGAZI DISTRICTS AND FOUR (4) LOCAL GOVERNMENT WARDS"},"content":{"rendered":"\n<p style=\"text-align:right\">&nbsp;&nbsp;&nbsp; 13<sup>th<\/sup> September, 2021&nbsp; <strong>&nbsp;<\/strong><\/p>\n\n\n\n<p style=\"text-align:center\"><strong>MEDIA RELEASE<\/strong><\/p>\n\n\n\n<p style=\"text-align:center\">(For Immediate release)<\/p>\n\n\n\n<p><strong>ELECTIONS FOR KAUMBWE CONSTITUENCY, CHISAMBA, LUSANGAZI\nDISTRICTS AND FOUR (4) LOCAL GOVERNMENT WARDS<\/strong><\/p>\n\n\n\n<p>Notice is hereby given to the general public that pursuant to Article 52\n(6) of the Constitution, the Electoral Commission of Zambia has prescribed 21<sup>st<\/sup>\nOctober, 2021 as the date on which to hold theKaumbwe Constituency Parliamentary Election in Petauke District of\nEastern Province. On the same date, the Commission will also conduct Council\nChairperson Elections for Chisamba and Lusangazi Districts of Central and Eastern\nProvinces respectively. Further, the Commission will conduct four (4) Local\nGovernment Ward Elections in <strong>Kamifungo\nWard<\/strong> of Masaiti Town Council in Copperbelt Province,<strong> Lufubu Ward<\/strong> of Mwansabombwe District in Luapula Province, <strong>Kalilele Ward<\/strong> of Mushindamo Town\nCouncil in North-Western Province and <strong>Mulamfu\nWard<\/strong> of Zimba Town Council in Southern Province.<\/p>\n\n\n\n<p>The Election in Kaumbwe Constituency has been necessitated following the\ndeath of United Party for National Development (UPND) candidate, Mr Boniface\nIwell Khondowe, on Tuesday 20<sup>th<\/sup> July, 2021. The election in Chisamba\nis as a result of the death of Socialist Party (SP) candidate, Mr. Stallone\nJoobe on 10<sup>th<\/sup> July 2021, while the election in Lusangazi District is\ncaused by the death of the Patriotic Front (PF) candidate, Mr. William Banda on\n17<sup>th<\/sup> July, 2021. <\/p>\n\n\n\n<p>The elections in all the four (4) wards in various parts of the country are\nalso as a result of deaths of some candidates. <\/p>\n\n\n\n<p><strong>The polls\nwill take place from 06:00 hours to 18:00 hours.<\/strong><\/p>\n\n\n\n<p>Aspiring candidates in the elections should lodge completed and attested\nstatutory declaration and nomination papers subscribed before a Magistrate,\nLocal Court Magistrate, Head of a Government Primary or Secondary School, Principal\nof a College, Commissioner of Oaths, Election Officer or returning officer on <strong>Thursday, 30<sup>th<\/sup> September, 2021\nbetween 09:00 hours and 15:00 hours.<\/strong>&nbsp;\n<\/p>\n\n\n\n<p><strong>Aspiring candidates for the Parliamentary election\nin Kaumbwe Constituency and Chisamba and Lusangazi District Councils should<\/strong> take along with them <strong>fifteen (15) supporters who must be registered voters in the said Constituency\nand Districts<\/strong>. The supporters must have in possession their Green National Registration\nCards and Voters\u2019 Cards. <strong>Male<\/strong> <strong>aspiring candidates for the Parliamentary election\nwill be required to pay Fifteen Thousand Kwacha (K15,000), while female and\nYouth aspiring candidates are expected to pay Thirteen Thousand Five Hundred\nKwacha (K13,500), non-refundable nomination fee.<\/strong><\/p>\n\n\n\n<p><strong>Male<\/strong> <strong>aspiring candidates for the Council\nChairperson election will be required to pay Three Thousand Five Hundred Kwacha\n(K3,500), while Female and Youth aspiring candidates are expected to pay Three\nThousand Kwacha (K3,000) non-refundable nomination fee.<\/strong><\/p>\n\n\n\n<p><strong>Aspiring candidates in the Local Government ward elections\n<\/strong>should take along with them nine (9) supporters who\nmust be registered voters in the affected wards. <strong>Male Aspiring candidates will be required to pay<\/strong> <strong>One Thousand Five Hundred Kwacha<\/strong> <strong>(K1, 500)<\/strong>, <strong>for City and Municipal Councils and Six Hundred Kwacha (K600.00) for\nDistrict Councils, non-refundable nomination fee.<\/strong><\/p>\n\n\n\n<p><strong>Female and Youth Aspiring candidates in the Local\nGovernment ward elections are expected to pay One Thousand Kwacha (K1,000), for\nCity and Municipal Councils and Five Hundred Kwacha (K500) for District\nCouncils, non-refundable nomination fee<\/strong>.<\/p>\n\n\n\n<p><strong>All Candidates in the elections must also present\ncertified copies of their Grade 12 Certificates, as a minimum academic\nqualification or equivalent.<\/strong><\/p>\n\n\n\n<p><strong>In view of this, the Commission wishes to advise\naspiring candidates who may wish to contest in these elections that failure to\ncomply with these requirements shall render the nomination papers null and\nvoid. <\/strong><\/p>\n\n\n\n<p><strong>Media personnel and Registered Non-Governmental\nOrganisations<\/strong> wishing to\nmonitor\/observe the elections are advised to apply for accreditation in the\nrespective districts which will take place from Sunday 26<sup>th<\/sup> to\nWednesday 29<sup>th<\/sup> September 2021, for Nominations, and Sunday 17<sup>th<\/sup>\nto Wednesday 20<sup>th<\/sup> October 2021 for the Polls<strong>. <\/strong>&nbsp;<\/p>\n\n\n\n<p>Accreditation for political party officials or independent candidates\nofficials wishing to monitor elections in the districts\/ wards shall only be up\nto a <strong>maximum of 10 members<\/strong> per\npolitical party or candidate<\/p>\n\n\n\n<p>Please note that only a <strong>maximum\nof 5 accredited members per political party or candidate <\/strong>and<strong> two accredited representatives of NGOs<\/strong>\nshall be authorised to represent their respective political parties or NGOs at\nthe Collation Centre (Totalling Centre).<\/p>\n\n\n\n<p><strong>Only five (5) senior officials<\/strong><strong> of any\nparticipating political party or candidate with Electoral Commission of Zambia\naccreditation will be allowed to accompany aspiring candidates into the\nNomination Centre during the filing of nominations. The rest of the supporters\nshould remain outside the 400 metre parameter from the Nomination Centre in\naccordance with the law.<\/strong><\/p>\n\n\n\n<p>Note that the campaign period for these elections commences on <strong>Thursday 30<sup>th<\/sup> September, 2021 after 15:00 hours and will end at 18:00 hours on\nWednesday, 20<sup>th<\/sup> October, 2021.<\/strong>&nbsp; <\/p>\n\n\n\n<p>In addition, <strong>not more than two\n(2) political party members<\/strong> per participating political party or candidate shall\nbe allowed to witness counting of votes at the Polling Station. <\/p>\n\n\n\n<p><strong>The Commission would like to further inform all\nstakeholders and participating political parties or candidates that they are\nrequired to observe the Ministry of Health guidelines and procedures on the\nprevention of COVID-19, and the Standard Operating Procedures on Elections and\nCOVID-19.
