Roles and Responsibility of Various Election Officials<\/h3>\n

Provincial Electoral Officer<\/h4>\n
    \n
  1. To coordinate elections in the province<\/li>\n
  2. A link between the Commission and the District. However, the District Electoral Officer reports directly to the Director of Elections.<\/li>\n<\/ol>\n

    District Electoral Officer<\/h4>\n
      \n
    1. To develop an implement election activity plan for the district in accordance with guidelines issued by the Commission.<\/li>\n
    2. To determine nomination centres for the Parliamentary (The Electoral Act No. 12 of 2006, Electoral (General) Reg. 21) and Local Government Elections;<\/li>\n
    3. To determine polling station for the Presidential, Parliamentary (The Electoral Act No. 12 of 2006 Electoral (General) Reg. 21) and Local Government Elections;<\/li>\n
    4. To arrange for premises or temporary structure to be used as polling stations<\/li>\n
    5. To manage resources and equipment allocated to the district;<\/li>\n
    6. To communicate with headquarters and district stakeholders;<\/li>\n
    7. To arrange for and allocate uniformed staff;<\/li>\n
    8. To ensure proper and secure storage of Commission Equipment and consumables;<\/li>\n
    9. To produce election reports on the election activities in the district;<\/li>\n
    10. To ensure that all election results, equipment and materials are delivered to head office at the end of the election;<\/li>\n
    11. To coordinate publicity and voter education activities in the district;<\/li>\n
    12. To brief all stakeholders, ,monitors and observers in the district;<\/li>\n
    13. To appoint election staff in the district on behalf of the Commission;<\/li>\n
    14. To supervise all election staff; and<\/li>\n
    15. To appoint and revoke staff appointments for all election staff in the district.<\/li>\n<\/ol>\n

      Election master Trainer<\/h4>\n

      1. To train the district election trainers;<\/li>\n
      2. To supervise the training of election officers;<\/li>\n
      3. To monitor and evaluate the training of election officers.<\/li>\n<\/ol>\n

        Qualifications<\/strong><\/p>\n

        1. A Grade 12 Certificate with a Credit in English and Mathematics<\/li>\n
        2. At least 2 years tertiary education<\/li>\n
        3. A degree from a recognized university will be an added advantage<\/li>\n
        4. Registered voter<\/li>\n
        5. Zambian with green National Registration Card<\/li>\n
        6. Conversant with Zambian electoral practices and procedures<\/li>\n<\/ol>\n

                  3. Proof of availability to conduct training at district level when required<\/li>\n
                  4. Ready to work in any district within the province of residence<\/li>\n
                  5. Must be in formal employment and recommended by their superiors<\/li>\n<\/ol>\n

                      Returning Officers<\/h4>\n

                      The role of Returning and Assistant Returning Officers is to coordinate the supervise the conduct of elections in a constituency. Election Officers\u2019 role is to received nominations for the local government elections.<\/p>\n

                      Responsibilities<\/strong><\/p>\n

                        \n
                      1. To coordinate the packing of election materials;<\/li>\n
                      2. To coordinate deployment of poll staff;<\/li>\n
                      3. To coordinate and conduct elections in the constituency;<\/li>\n
                      4. To receive nominations from aspiring candidates;<\/li>\n
                      5. To issue the certificate of authority to vote to election officers working outside the polling stations where they registered as voters;<\/li>\n
                      6. To inspect all polling stations and ensure that each polling station is suitable for the polls;<\/li>\n
                      7. To ensure that all polling staff are adequately trained;<\/li>\n
                      8. To ensure that the procedure outlined in the Regulations and the instructions in the user manual are strictly followed to issue certificate of achievement to trained electoral staff<\/li>\n
                      9. To issue certificate of achievement to trained election staff;<\/li>\n
                      10. To collate results in the Wards and Constituency;<\/li>\n
                      11. To declare Local Government and Parliamentary election results in ward\/ constituencies;To announce Presidential election results in the ward \/ Constituency;<\/li>\n
                      12. To conduct the verification of the ballot paper accounts; and<\/li>\n
                      13. To ensure return of all election materials and equipment<\/li>\n<\/ol>\n

                        Qualifications<\/strong><\/p>\n

                        1. Must have a Grade 12 Certificate with passes in English and Mathematics<\/li>\n
                        2. At least 2 years full tertiary education<\/li>\n

                                      3. To take care of equipment and materials under their custody;<\/li>\n
                                      4. To communicate any problems to the Returning Officer of the Assistant Returning Officer;<\/li>\n
                                      5. To record the proceedings of the poll in a diary;<\/li>\n
                                      6. To count the votes cast at the polling station;<\/li>\n
                                      7. To announce the election results at the polling station;<\/li>\n
                                      8. To maintain order at the polling station;<\/li>\n
                                      9. To supervise all polling and other uniformed staff;<\/li>\n
                                      10. To ensure the return of all election materials and equipment to the Returning Officer<\/li>\n
                                      11. To Perform Any Other duties as may be requested by the supervisor.<\/li>\n<\/ol>\n

                                        Qualifications<\/strong><\/p>\n

                                        1. A Grade 12 Certificate with a pass in English and Mathematics<\/li>\n
                                        2. At least 2 years tertiary education<\/li>\n

                                        5. Registered voter<\/li>\n
                                        6. Zambian with a green National Registration Card<\/li>\n
                                        7. Experience in conducting elections at least at Polling Assistant level<\/li>\n<\/ol>\n

                                              Qualifications<\/strong><\/p>\n

                                              1. A Grade 12 Certificate with a pass in English and Mathematics<\/li>\n
                                              2. At least 2 years tertiary education<\/li>\n
                                              3. A\u00a0higher qualification will be an added advantage<\/li>\n
                                              4. Be in possession of an ECZ certificate<\/li>\n
                                              5. Registered voter<\/li>\n
                                              6. Zambian with a green National Registration Card<\/li>\n
                                              7. Experience in conducting elections at least at Polling Assistant level<\/li>\n<\/ol>\n

                                                  Polling Assistants<\/h4>\n

                                                  A polling Assistant can be assigned any of the following functions:<\/p>\n

                                                    \n
                                                  1. To verify the identity of voters in the Register of Voters;<\/li>\n
                                                  2. To mark voters thumb with indelible ink<\/li>\n
                                                  3. To issue Presidential National Assembly and Local Government ballot papers<\/li>\n
                                                  4. To direct voters where to cast their votes and ensure the safety of the ballot boxes<\/li>\n
                                                  5. To assist the Presiding Officer or Assistant Presiding Officer during the counting of votes at the end of the poll;<\/li>\n
                                                  6. To usher voters to their respective streams to cast their vote.<\/li>\n<\/ol>\n

                                                    Qualifications<\/strong><\/p>\n

                                                      \n
                                                    1. A Grade 12 Certificate with a pass in English and Mathematics<\/li>\n
                                                    2. A tertiary education qualification will be an added advantage<\/li>\n
                                                    3. Registered voter<\/li>\n
