However, the District Electoral Officer reports directly to the Director of Elections.<\/li>\n<\/ol>\n<h4>District Electoral Officer<\/h4>\n<ol>\n<li>To develop an implement election activity plan for the district in accordance with guidelines issued by the Commission.<\/li>\n<li>To determine nomination centres for the Parliamentary (The Electoral Act No. 12 of 2006, Electoral (General) Reg. 21) and Local Government Elections;<\/li>\n<li>To determine polling station for the Presidential, Parliamentary (The Electoral Act No. 12 of 2006 Electoral (General) Reg. 21) and Local Government Elections;<\/li>\n<li>To arrange for premises or temporary structure to be used as polling stations<\/li>\n<li>To manage resources and equipment allocated to the district;<\/li>\n<li>To communicate with headquarters and district stakeholders;<\/li>\n<li>To arrange for and allocate uniformed staff;<\/li>\n<li>To ensure proper and secure storage of Commission Equipment and consumables;<\/li>\n<li>To produce election reports on the election activities in the district;<\/li>\n<li>To ensure that all election results, equipment and materials are delivered to head office at the end of the election;<\/li>\n<li>To coordinate publicity and voter education activities in the district;<\/li>\n<li>To brief all stakeholders, ,monitors and observers in the district;<\/li>\n<li>To appoint election staff in the district on behalf of the Commission;<\/li>\n<li>To supervise all election staff; Election Officers\u2019 role is to received nominations for the local government elections.<\/p>\n<p><strong>Responsibilities<\/strong><\/p>\n<ol>\n<li>To coordinate the packing of election materials;<\/li>\n<li>To coordinate deployment of poll staff;<\/li>\n<li>To coordinate and conduct elections in the constituency;<\/li>\n<li>To receive nominations from aspiring candidates;<\/li>\n<li>To issue the certificate of authority to vote to election officers working outside the polling stations where they registered as voters;<\/li>\n<li>To inspect all polling stations and ensure that each polling station is suitable for the polls;<\/li>\n<li>To ensure that all polling staff are adequately trained;<\/li>\n<li>To ensure that the procedure outlined in the Regulations and the instructions in the user manual are strictly followed to issue certificate of achievement to trained electoral staff<\/li>\n<li>To issue certificate of achievement to trained election staff;<\/li>\n<li>To collate results in the Wards and Constituency;<\/li>\n<li>To declare Local Government and Parliamentary election results in ward\/ constituencies;To announce Presidential election results in the ward \/ Constituency;<\/li>\n<li>To conduct the verification of the ballot paper accounts; and<\/li>\n<li>To ensure return of all election materials and equipment<\/li>\n<\/ol>\n<p><strong>Qualifications<\/strong><\/p>\n<ol>\n<li>Must have a Grade 12 Certificate with passes in English and Mathematics<\/li>\n<li>At least 2 years full tertiary education<\/li>\n<li>A higher qualification will be an added advantage<\/li>\n<li>Registered voter<\/li>\n<li>Zambian with green a National Registration Card<\/li>\n<li>Conversant with the Zambian electoral practices and procedures<\/li>\n<\/ol>\n<p><strong>Requirements<\/strong><\/p>\n<ol>\n<li>Proven experience as an Election Officer in at least two elections<\/li>\n<li>Very good geographical and delimitation knowledge of the constituency and ward.<\/li>\n<\/ol>\n<p><strong>Personal Attributes<\/strong><\/p>\n<ol>\n<li>Must be non-partisan, sober minded, self motivated and mature<\/li>\n<li>Must be of high integrity<\/li>\n<li>Must have good planning and organising skills<\/li>\n<li>Must be an excellent communicator and possess problem solving skills<\/li>\n<li>Must be a team player and possess good team building ability<\/li>\n<li>Must be able to implement lawful orders at short notice<\/li>\n<li>Must be innovative and use initiative while paying attention to the Commission\u2019s policies, guidelines, regulations and other laws governing the electoral process<\/li>\n<li>Must be fluent in spoken and written English and the local language<\/li>\n<\/ol>\n<h4>Assistant Returning Officer<\/h4>\n<ol>\n<li>To assist the Returning Officer in the coordination and conduct of elections in the constituency;
