Public Notice - Monitoring Voting Counting

  1. The polling agents, monitors and observers will inspect the empty ballot boxes before the opening of the polling station at 06:00 hours.
     
  2. The Presiding Officer must announce and show the number of ballot papers in his custody before the poll begins and shall also account for the ballot papers at the close of the poll before counting commences using the Ballot Paper Account Form.
     
  3. It is provided that polling agents, monitors and observers are present in the polling station throughout the voting period.
     
  4. Polling agents, monitors and observers are expected to have copies of their voters’ registers to counter check the details of each voter as they are called out by the polling assistant at each polling station.
     
  5. The polling agents, monitors and observers will be able to observe and record the number of votes cast and at the end of the voting, the number of voters should equal the number of ballot papers in the ballot box.
     
  6. After the close of the poll, the polling agents, monitors and observers should be present to witness the counting of the ballot papers
     
  7. Each political party/candidate’s polling agent is expected to sign the announcement of the results form for the polling station and should obtain a copy from the Presiding Officer.
     
  8. The signed copy and the election results for each polling station will be displayed outside each polling station.
     
  9. One polling agent assigned by the polling parties at each polling station will accompany the Presiding Officer and Security Officer to deliver the polling station results to the Returning Officer at the constituency totaling centre.
     
  10. Five (05) election/polling agents from each political party and two (02)
    monitors/observers from each organisation will be able to witness the totaling of results at each constituency centre. Each political party/candidate’s election agent is expected to sign the announcement/declaration of the results form and should obtain a copy from the Returning Officer.
     
  11. Election agents from each political party, monitors and observers will be able to witness the transmission of the election results from the constituency centre to the Commission headquarters in Lusaka.
     
  12. Election agents from each political party, monitors and observers will be able to witness the receipt of the election results from the constituency centre to the Commission headquarters in Lusaka and the Commissions results centre at Mulungushi International Conference Centre.
