The 2011 Tripartite Elections will be held on 20th September 2011. Look out for the election results on this page come election day!
The management of counting of votes, collation, transmission and announcement of election results for the 2011 elections will be as follows:
- Counting of votes will be done within a stream at each polling station.
- The signed copies of the Polling Station results will be availed to stakeholders present and displayed at each polling station.
- Upon conclusion of counting at the polling station, the signed results forms will be taken to the Constituency totalling centre.
- The collation/totalling of results at the constituency centre will be automated. The Returning Officers will use computer kits preloaded with the results management software.
- While results from polling stations will be captured, stakeholders will be entitled to print out of the record of proceedings at the totalling. This printout will show the totals of the results captured at that time.
- Upon capturing the results for all polling stations within a constituency, the Returning Officer will print out the totals from the system and announce/declare the wining candidate.
- The Returning Officer will then proceed to transmit the results to the Commission Head Quarters from the collation centre through the GSM networks. A copy of the results will later be faxed from the district centre.
- The Commission will establish a National Results Centre at Mulungushi International Conference centre in Lusaka.
- Results from the constituencies will be announced/released to the nation immediately they are received from the constituencies.
The Commission has further enhanced vehicle allocation to each constituency and procured satellite phone for communication in remote areas to facilitate quick delivery of results. With the above measures, the Commission expects to announce the election results within 48 hours of close of polling.
MONITORING THE VOTING AND RESULTS MANAGEMENT PROCESS
Below is a quick guide to the voting, vote counting and results totalling for this years elections for those that would like to monitor/observe the process:
- The Polling Agents, Monitors and Observers will inspect the empty ballot boxes before the opening of the polling station at 06:00 hours.
- The Presiding Officer will (and Must) announce and show the number of ballot papers in his custody before the poll begins and shall also account for the ballot papers at the close of the poll before counting commences using the Ballot Paper Account Form.
- It is provided that polling Agents, Monitors and Observers are present in the polling station through out the voting period.
- Polling Agents, monitors and observers are expected to have copies of their registers of voters to counter check the details of each voter as they are called out by the polling assistant at each polling station.
- The polling agents, monitors and observers will be able to count the number of votes cast and at the end of the voting, the number of voters should equal the number of ballot papers in the ballot box.
- After the close of the poll, the polling agents, monitors and observers should be present to witness the counting of the ballot papers.
- Each candidate’s polling agent is obliged to sign the announcement of the results form for the polling station and should obtain a copy from the Presiding Officer.
- The signed copy and the election results for each polling station will be displayed outside each polling station.
- One polling agent assigned by the polling parties at each polling station will accompany the Presiding Officer and Security Officer to deliver the Polling station results to the Returning Officer at the constituency totalling centre.
- Ten election/polling agents from each political party, monitors and observers will be able to witness the totalling of results at each constituency centre.
- Each candidate’s election agent is obliged to sign the announcement of the results form for the constituency and should obtain a copy from the Returning Officer.
- Election agents from each political party, monitors and observers will be able to witness the transmission of the election results for each constituency form the constituency centre to the Commission headquarters in Lusaka.
- Election agents from each political party, monitors and observers will be able to witness the receipt of the election results for each constituency from the constituency centre to the Commission headquarters in Lusaka and the Commissions results centre at Mulungushi International Conference Centre.
