Candidate
Section 33 of the Electoral Act, No. 12 of 2006 stipulates that any person desiring to be a candidate for elections shall file such application with the Returning Officer. For any interested party the qualifications for the different categories are as follows:
Qualifications
Presidential
- Be a Zambian citizen and in possession of a green National Registration Card;
- Attained the age of 35 years and above;
- Member of or is sponsored by a political party;
- Qualify to be elected as a Member of the National Assembly;
- Has been domicile in Zambia for a period of at least 20 years;
- Both parents are Zambian by birth or decent.
- Parliamentary
- Be a Zambian citizen and in possession of a green National Registration Card;
- Attained the age of 21years and above;
- Literate and conversant with the official language of Zambia.
Local Government
- Be a Zambian citizen and in possession of a green National Registration Card;
- Attained the age of 21years and above;
- Be ordinarily resident in the said area of that council.
Requirements
Presidential
- Have not less than two hundred supporters who are registered voters;
- Statutory declaration form;
- Letter or certificate of adoption if sponsored by a political party;
- Statutory declaration of assets and liabilities;
- Oath or affirmation of parents being Zambian citizens by birth or decent.
- Nomination fee as prescribed by the Commission;
- Duly completed and signed nomination form (the nomination form can be signed on behalf of a candidate provided such form is accompanied by a letter of authority from the candidate);
- Aspiring candidate’s photograph (to be taken at the nomination centre). If candidate is not available, a colour photograph measuring 34 mm x 30 mm with a blue back ground must be provided.
Parliamentary
- Have not less than nine supporters who are registered voters within that particular Constituency.
- Statutory declaration form,
- Letter or certificate of adoption if sponsored by a political party,
- Declaration of compliance form
- Nomination fee as prescribed by the Commission,
- Duly completed and signed nomination form (the nomination form can be signed on behalf of a candidate provided such form is accompanied by a letter of authority from the candidate);
- Aspiring candidate’s photograph (to be taken at the nomination centre). If candidate is not available, a colour photograph measuring 34 mm x 30 mm with a blue back ground must be provided.
Local Government
- Does not owe any local authority rates charge or tax;
- Have a proposer, a seconder and not less than seven other supporters who are registered voters within that particular ward (nine supporters in total);
- Statutory declaration form;
- Letter or certificate of adoption if sponsored by a political party;
- Declaration of compliance to the Electoral Code of Conduct (Form ECC1);
- Nomination fee as prescribed by the Commission (which is none refundable);
- Duly completed and signed nomination form (the nomination form can be signed on behalf of candidate provided such form is accompanied by a letter of authority from the candidate);
- Aspiring candidate’s photograph (to be taken at the nomination centre). If candidate is not available, a colour photograph measuring 34 mm x 30 mm with a blue back ground must be provided.
